焦居仁司长出席“土壤侵蚀管理国际学术讨论会”

    4月26日—30日,土壤侵蚀管理学术讨论会在山西省太原市举行,水利部水土保持司焦居仁司长应邀出席会议,并作为会议副主席在开幕式致辞
    出席本次会议的还有山西省副省长范堆相先生、中国科学院地理科学与资源研究所所长刘纪远教授、山西省水利厅李英明厅长、袁浩基副厅长、加拿大多伦多大学环境研究所所长罗尼·怀特教授等。来自中国、美国、加拿大、西班牙、比利时、新加坡以及香港和台湾地区的60余名国内外科学家参加了此次会议。有50余篇学术论文参加了会议交流。
    1996年,由加拿大国际发展署(CIDA)、中国科学院和山西省财政厅资助的“中国北方土壤侵蚀管理信息系统(SEMGIS)”项目开始实施。项目由中科院地理科学与资源研究所、山西省水利厅、加拿大多伦多大学环境研究所和内蒙古伊克昭盟水保所共同承担。项目实施五年来,经过中加双方的通力合作,在项目实施地区当地政府的大力支持下,在黄土高原小流域侵蚀产沙过程模拟、土壤侵蚀管理信息系统和小流域综合治理方面取得了大量的研究成果和管理经验。此次会议作为该项目的阶段性总结,同时也为国内外专家、学者提供了一个水土保持科研成果展示和交流的机会。参加会议交流的一些科研成果,对推动我国水土流失防治技术、水土保持信息管理以及水土保持科研水平的提高具有很好的指导意义。
    会议期间,与会专家的代表还参观和考察了山西省静乐县风神山流域、条子沟流域、娄烦县脑脑沟流域以及汾河水库水土保持综合治理成果。(牛志铭供稿)

尊敬的主席先生、女士们、先生们:
    早上好!
    在新世纪的春天,中国和加拿大的朋友们相聚在太原,共同研究土壤侵蚀管理问题,这有着重要的意义。我代表水利部水土保持司向大会表示热烈的祝贺!向各位朋友表示衷心的欢迎和感谢!
    水土流失是中国头号环境问题。中国政府高度重视水土保持生态建设,将水土保持确立为国家的一项基本国策。江泽民主席在1997年发出了:治理水土流失,改善生态环境,建设秀美山川的伟大号召;国务院批准了全国生态环境建设规划;国家从1998年大幅度增加了投入,全国综合治理进度加快,质量提高;水土保持作为生态建设的主体,发挥了重要作用,中国的水土保持进入了一个新的发展时期。
    科学技术是第一生产力,科技进步与创新是推动经济和社会发展的决定性因素。随着世界科学技术的突飞猛进,21世纪科学技术和生产力必将发生新的革命性突破。
    水保生态要向纵深发展,必须依靠科技进步和深化改革。中国和加拿大科学家的合作,是一次水保生态界的强~强联合。项目实施5年来,在黄土高原小流域侵蚀产沙过程模拟、土壤侵蚀管理信息系统和小流域综合治理方面取得了大量的研究成果和管理经验。这些高质量的成果,必将对我国水土流失治理产生深远影响。
    黄土高原是我国水土流失最严重的地区,又是开展水土保持工作力度最大的地区。山西省委、省政府高度重视这项工作,各级领导和广大干部群众,真抓实干。多年来,走出了路子,积累了经验,取得了显著的成效。进入江河的泥沙在减少,减轻了水、旱灾害;许多治理区的群众脱了贫,走上了致富奔小康的路子;地区经济得到了发展。水土保持作为改善农业生产条件、改善生态环境、治理江河的根本性措施,越来越被人们所认识,越来越被各级领导所重视。
    山西省的水保生态建设工作,在中国有许多独到之处:一是重视水土保持的科学研究和技术推广。从汾河综合治理的科学研究,到这次黄土高原土壤侵蚀管理的联合研究,显示出他们的远见卓识。二是深化改革,搞活机制。从80年代初的户包治理小流域,到90年代的拍卖“四荒”使用权,极大地调动了广大群众治山治水的积极性。三是对外开放,引进世行贷款,治理黄土高原。这些举措凝结着农民群众的创造,是各级干部学习邓小平理论的伟大成果,是“三个代表”重要思想的具体实践和体现。这些举措具有开创意义,产生了巨大的生态效益、经济效益和社会效益,推动着水保生态工作向纵深发展。
    当前我国进入了“十五”发展的新时期,要以发展为主题,以结构调整为主线,以改革开放和科技进步为动力,以提高人民生活为根本出发点,全面推进经济发展和社会进步。山西省的水土保持生态建设工作紧扣这个主题和主线,而且又牢牢抓住了科技进步和改革开放这两个动力,我们坚信,在省委、省政府的正确领导下,通过与世界各国水土保持界朋友的共同努力,必将取得更大的成绩!
    衷心祝愿大会取得圆满成功!

the Ministry of Water Resources (MWR), China
 
Good Morning, Mr. President, Ladies and Gentlemen,
 
What a meaningful event it was to have us gathered together here today and to discuss the soil erosion management  in this new Century’s Spring. On the behalf of the Soil and Water Conservation Department, the Ministry of Water Resources, I would tip my hat to the conference and would express my sincerely welcomes and thanks to all of you.
 
Soil erosion and water loss is the first-ranked environmental problem of China currently. The China’s Government paid much high attention on this issue. Soil and Water Conservation has been established as a Basic National Policy. In 1997, President Jiang Zemin called on to control soil erosion and water loss, to improve ecological environment, and to build a beautiful and clear globe. The National Ecological Environment Construction Plan was also approved by State Council in the same year. Since 1998, the investment into soil and water conservation had been enhanced greatly and the process was progressed with faster rate and higher quality subsequently. As the principal part, Soil and Water Conservation is playing more and more important roles in the ecological environment construction of China.
 
Scientific technology is the first productivity. Its advancement and innovation becomes the determinant factor to boost the development of economy and society. With the scientific technology speeding up allover the world, a revolutionary rush is anticipated to be realizing on science and productivities.
 
In the long run, the deeper and wider development of soil and water conservation will rely upon the scientific improvement. The collaboration between China’s Scientists and Canadian’s was a great challenging in soil and water conservation research. Since the project has been conducted for five years, much studying accomplishments and management practices have been gained on erosion and detachment simulation of small watersheds, soil erosion management Geographic Information System, and small watersheds comprehensive management in Loess Plateau. Undoubtedly, the successes will have a deep impact on soil and water conservation of China.
 
As a region suffering from the most severe soil erosion, Loess Plateau at the meantime is the place where soil and water conservation has been conducted much heavily. The soil and water conservation in the region was attached to great importance by the Provincial Government. Various local people took a lot of efforts to control the water loss and soil erosion and exercised many effective practices and reached great accomplishments. The sediment is decreasing into the river meanwhile the flooding and draught disasters happen lightly and infrequently. In some places, poverty problems have been alleviated influentially and local economy developed generally meanwhile. The roles of soil and water conservation have been accepted by more and more people and were getting recognized by local governors.
 
Considering the practical works in Shanxi, in the first part, the scientific researches and technological popularization were paid much attention. The foresight was revealed through certain research projects involving Fenhe River Comprehensive Management Project and this research implemented in Loess Plateau. In the second part, reformation and institution were activated regarding the conservation practices. The public positivity was mobilized through series program saying family contracted management of small watersheds in 80’s and public sale for appropriative rights of barren lands covering hills, valleys, hillocks, and beaches. In the third part, loans from such international organizations as the World Bank were used for soil and water conservation in this region. The auspicating actions brought great ecological, economic, and social benefits and prompted this business developing to a higher extent.
 
At the present, China is stepping into the new developing period. The progress takes development as the main theme, does industry constitution adjustment as the masterstroke, does the reformation and scientific innovation as the main force, and does people’s living conditions improving as the main target.
 
I am extraordinarily hopeful as I noticed that the soil and water conservation in Shanxi is keeping closely up with national strategies of the new century. I’m indeed confident that the project would be achieving much greater success in the future through your great efforts.
